style=\"font-size:18px;\">\u5f53\u65f6\u82f1\u56fd\u516c\u52a1\u5458\u4f53\u7cfb\u4e2d\u7684\u52b3\u8d44\u5173\u7cfb\u73b0\u72b6\uff0c\u800c\u975e\u5386\u53f2\u56de\u987e\u3002\u8be5\u6587\u4ef6\u8be6\u7ec6\u9610\u8ff0\u4e86<\/span><b><span style=\"font-size:18px;\">\u975e\u4ea7\u4e1a\u516c\u52a1\u5458<\/span><\/b><span style=\"font-size:18px;\">\uff08\u9664\u4e86\u7b2c\u516d\u7ae0\u63d0\u5230\u7684\u4ea7\u4e1a\u5458\u5de5\uff09\u7684\u96c6\u4f53\u5173\u7cfb\u673a\u5236\uff0c\u5305\u62ec<\/span><b><span style=\"font-size:18px;\">\u804c\u5458\u534f\u4f1a<\/span><\/b><span style=\"font-size:18px;\">\u7684\u89d2\u8272\u3001\u4e0d\u540c\u5c42\u7ea7\u7684<\/span><b><span style=\"font-size:18px;\">\u60e0\u7279\u5229\u59d4\u5458\u4f1a<\/span><\/b><span style=\"font-size:18px;\">\uff08<\/span><span style=\"font-size:18px;\">Whitley Councils<\/span><span style=\"font-size:18px;\">\uff09\u7684\u8fd0\u4f5c\u4e0e\u804c\u80fd\u8303\u56f4\u3002\u6b64\u5916\uff0c\u5b83\u4e5f\u6db5\u76d6\u4e86\u5b98\u65b9\u5bf9\u804c\u5458\u6d3b\u52a8\u7684<\/span><b><span style=\"font-size:18px;\">\u6001\u5ea6\u4e0e\u652f\u6301\u63aa\u65bd<\/span><\/b><span style=\"font-size:18px;\">\uff0c\u4ee5\u53ca\u5904\u7406<\/span><b><span style=\"font-size:18px;\">\u4e89\u8bae\u4e0e\u4ef2\u88c1<\/span><\/b><span style=\"font-size:18px;\">\u7684\u5177\u4f53\u7a0b\u5e8f\uff0c\u5305\u62ec\u516c\u52a1\u5458\u4ef2\u88c1\u6cd5\u5ead\u7684\u6743\u9650\u548c\u9650\u5236\u3002\u6574\u4efd\u6587\u4ef6\u900f\u8fc7\u7ae0\u8282\u548c\u9644\u5f55\uff0c\u63d0\u4f9b\u4e86\u6709\u5173\u8fd9\u4e9b\u673a\u6784\u7684<\/span><b><span style=\"font-size:18px;\">\u7ec4\u6210\u3001\u7a0b\u5e8f\u4e0e\u89c4\u8303<\/span><\/b><span style=\"font-size:18px;\">\u7684\u5168\u9762\u6982\u8ff0\uff0c\u4f8b\u5982\u5168\u56fd\u8ba4\u53ef\u534f\u4f1a\u5217\u8868\u548c\u4ef2\u88c1\u534f\u8bae\u6587\u672c\u3002<\/span><span><\/span>\n<\/p>\n<p class=\"MsoNormal\" align=\"left\">\n\t<span style=\"font-size:18px;\">\u672c\u4e66\u65e8\u5728\u7b80\u8981\u63cf\u8ff0\u5f53\u65f6\u82f1\u56fd\u516c\u52a1\u5458\u4f53\u7cfb\u5185\u73b0\u5b58\u7684\u4eba\u4e8b\u5173\u7cfb\uff0c\u800c\u975e\u5386\u53f2\u7eaa\u5f55\u3002\u9664\u4e86\u7b2c\u516d\u7ae0\u5916\uff0c\u672c\u4e66\u5185\u5bb9\u4e3b\u8981\u9488\u5bf9<\/span><b><span style=\"font-size:18px;\">\u975e\u4ea7\u4e1a\u516c\u52a1\u5458<\/span><\/b><span style=\"font-size:18px;\">\uff08<\/span><span style=\"font-size:18px;\">non-industrial civil servants<\/span><span style=\"font-size:18px;\">\uff09\u3002<\/span><span><\/span>\n<\/p>\n<p class=\"MsoNormal\" align=\"left\">\n\t<b><span style=\"font-size:18px;\">\u7b2c\u4e00\u7ae0\uff1a\u5bfc\u8bba<\/span><span style=\"font-size:18px;\"> (I. Introduction) <\/span><\/b><b><span style=\"font-size:18px;\"><\/span><\/b><b><\/b>\n<\/p>\n<p class=\"MsoNormal\" align=\"left\">\n\t<span style=\"font-size:18px;\">\u672c\u7ae0\u660e\u786e\u4e86\u4e66\u7c4d\u7684\u8303\u56f4\uff0c\u4ec5\u63cf\u8ff0<\/span><b><span style=\"font-size:18px;\">\u96c6\u4f53\u5173\u7cfb<\/span><\/b><span style=\"font-size:18px;\">\uff08<\/span><span style=\"font-size:18px;\">Collective relations<\/span><span style=\"font-size:18px;\">\uff09\uff0c\u4f46\u540c\u65f6\u786e\u8ba4\u4e2a\u522b\u516c\u52a1\u5458\u4ecd\u4fdd\u6709\u5411\u90e8\u95e8\u4e3b\u7ba1\u53cd\u6620\u5176\u96c7\u7528\u6761\u4ef6\u7684\u6743\u5229\uff0c\u53ea\u8981\u4ed6\u4eec\u4e0d\u5411\u516c\u52a1\u5458\u4f53\u7cfb\u5916\u7684\u4e2a\u4eba\u6216\u673a\u6784\u63d0\u51fa\u7533\u8bc9\u5373\u53ef\u3002\u5bf9\u4e8e\u5e0c\u671b\u4e86\u89e3\u5386\u53f2\u6750\u6599\u7684\u8bfb\u8005\uff0c\u672c\u7ae0\u63a8\u8350\u4e86\u8d22\u653f\u90e8\u63d0\u4ea4\u7ed9\u7687\u5bb6\u59d4\u5458\u4f1a\u7684\u5907\u5fd8\u5f55\uff08<\/span><span style=\"font-size:18px;\">1929-31<\/span><span style=\"font-size:18px;\">\uff09\u4ee5\u53ca<\/span><span style=\"font-size:18px;\"> L. D. White<\/span><span style=\"font-size:18px;\">\uff08<\/span><span style=\"font-size:18px;\">1932<\/span><span style=\"font-size:18px;\">\uff09\u548c<\/span><span style=\"font-size:18px;\"> E. N. Gladden<\/span><span style=\"font-size:18px;\">\uff08<\/span><span style=\"font-size:18px;\">1943<\/span><span style=\"font-size:18px;\">\uff09\u7684\u975e\u5b98\u65b9\u8457\u4f5c\u3002<\/span><span><\/span>\n<\/p>\n<p class=\"MsoNormal\" align=\"left\">\n\t<b><span style=\"font-size:18px;\">\u7b2c\u4e8c\u7ae0\uff1a\u5458\u5de5\u534f\u4f1a<\/span><span style=\"font-size:18px;\"> (II. Staff Associations) <\/span><\/b><b><span style=\"font-size:18px;\"><\/span><\/b><b><\/b>\n<\/p>\n<p class=\"MsoNormal\" align=\"left\">\n\t<span style=\"font-size:18px;\">\u672c\u7ae0\u8be6\u7ec6\u9610\u8ff0\u4e86\u516c\u52a1\u5458\u5458\u5de5\u534f\u4f1a\u7684\u8fd0\u4f5c\u548c\u5730\u4f4d\u3002\u516c\u52a1\u5458\u88ab\u9f13\u52b1\u52a0\u5165\u534f\u4f1a\uff0c\u56e0\u4e3a\u5145\u5206\u5177\u4ee3\u8868\u6027\u7684\u534f\u4f1a\u5bf9\u4e8e\u6709\u6548\u534f\u5546\u670d\u52a1\u6761\u4ef6\u81f3\u5173\u91cd\u8981\u3002<\/span><span><\/span>\n<\/p>\n<ul>\n<li class=\"MsoNormal\">\n\t\t<b><span style=\"font-size:18px;\">\u7ec4\u7ec7\u7ed3\u6784\uff1a<\/span><\/b><span style=\"font-size:18px;\"> \u534f\u4f1a\u901a\u5e38\u9488\u5bf9<\/span><b><span style=\"font-size:18px;\">\u7279\u5b9a\u804c\u7b49\u6216\u7c7b\u522b<\/span><\/b><span style=\"font-size:18px;\">\u670d\u52a1\uff0c\u56e0\u4e3a\u8fd9\u4e9b\u6210\u5458\u4e4b\u95f4\u6709\u66f4\u5f3a\u7684\u5171\u540c\u5229\u76ca\u3002\u534f\u4f1a\u89c4\u6a21\u5dee\u5f02\u5f88\u5927\uff0c\u4ece\u90e8\u95e8\u5185\u7684\u5c0f\u578b\u534f\u4f1a\u5230\u5927\u578b\u5168\u56fd\u6027\u534f\u4f1a\uff0c\u4f8b\u5982\u516c\u52a1\u5458\u6587\u804c\u534f\u4f1a\uff08<\/span><span style=\"font-size:18px;\">Civil Service Clerical Association, 1948<\/span><span style=\"font-size:18px;\">\u5e74\u6709<\/span><span style=\"font-size:18px;\"> 448,724 <\/span><span style=\"font-size:18px;\">\u540d\u6210\u5458\uff09\u548c\u90ae\u5c40\u804c\u5de5\u4f1a\uff08<\/span><span style=\"font-size:18px;\">Union of Post<br \/>\n     Office Workers, 146,944 <\/span><span style=\"font-size:18px;\">\u540d\u6210\u5458\uff09\u3002<\/span><span><\/span>\n\t<\/li>\n<li class=\"MsoNormal\">\n\t\t<b><span style=\"font-size:18px;\">\u300c\u83b7\u627f\u8ba4\u7684\u534f\u4f1a\u300d\uff08<\/span><span style=\"font-size:18px;\">Recognized<br \/>\n     Associations<\/span><span style=\"font-size:18px;\">\uff09\uff1a<\/span><\/b><span style=\"font-size:18px;\"> \u672c\u7ae0\u533a\u5206\u4e86\u6709\u6743\u4e0e\u96c7\u4e3b\uff08\u8d22\u653f\u90e8\u6216\u90e8\u95e8\uff09\u8fdb\u884c\u8c08\u5224\u7684\u300c\u83b7\u627f\u8ba4\u7684\u534f\u4f1a\u300d\u4e0e\u5176\u4ed6\u534f\u4f1a\u3002\u627f\u8ba4\u662f\u4e00\u79cd\u6b63\u5f0f\u884c\u4e3a\uff0c\u8d4b\u4e88\u534f\u4f1a\u54a8\u8be2\u6743\u3001\u7b7e\u8ba2\u6b63\u5f0f\u534f\u8bae\u7684\u6743\u5229\uff0c\u4ee5\u53ca\u5728\u65e0\u6cd5\u8fbe\u6210\u534f\u8bae\u65f6\u63d0\u4ea4\u7ed9<\/span><b><span style=\"font-size:18px;\">\u516c\u52a1\u5458\u4ef2\u88c1\u5ead<\/span><\/b><span style=\"font-size:18px;\">\uff08<\/span><span style=\"font-size:18px;\">Civil Service Arbitration Tribunal<\/span><span style=\"font-size:18px;\">\uff09\u7684\u6743\u5229\u3002<\/span><span><\/span>\n\t<\/li>\n<li class=\"MsoNormal\">\n\t\t<b><span style=\"font-size:18px;\">\u627f\u8ba4\u6807\u51c6\uff1a<\/span><\/b><span style=\"font-size:18px;\"> \u627f\u8ba4\u4e3b\u8981\u53d6\u51b3\u4e8e<\/span><b><span style=\"font-size:18px;\">\u6570\u5b57\u4e0a\u7684\u4ee3\u8868\u6027<\/span><\/b><span style=\"font-size:18px;\">\uff08\u5373\u4f1a\u5458\u4eba\u6570\uff09\u3002\u56fd\u5bb6\u7ea7\u627f\u8ba4\u7531\u8d22\u653f\u90e8\u6388\u4e88\uff0c\u90e8\u95e8\u7ea7\u627f\u8ba4\u7531\u5355\u4e00\u90e8\u95e8\u6388\u4e88\u3002\u82e5\u65e0\u5355\u4e00\u534f\u4f1a\u5177\u6709\u8db3\u591f\u4ee3\u8868\u6027\uff0c\u53ef\u80fd\u51fa\u73b0\u300c\u8054\u5408\u627f\u8ba4\u300d\uff08<\/span><span style=\"font-size:18px;\">Joint recognition<\/span><span style=\"font-size:18px;\">\uff09\u7684\u60c5\u51b5\u3002<\/span><span><\/span>\n\t<\/li>\n<li class=\"MsoNormal\">\n\t\t<b><span style=\"font-size:18px;\">\u60e0\u7279\u5229\u5730\u4f4d\uff1a<\/span><\/b><span style=\"font-size:18px;\"> \u534f\u4f1a\u7684\u300c\u83b7\u627f\u8ba4\u300d\u5730\u4f4d\u4e0e\u5176\u5728\u60e0\u7279\u5229\u59d4\u5458\u4f1a\u4e2d\u7684\u6210\u5458\u8d44\u683c<\/span><b><span style=\"font-size:18px;\">\u6ca1\u6709\u5fc5\u7136\u8054\u7cfb<\/span><\/b><span style=\"font-size:18px;\">\uff0c\u56e0\u4e3a\u60e0\u7279\u5229\u59d4\u5458\u4f1a\u7684\u6210\u5458\u8d44\u683c\u7531\u5458\u5de5\u534f\u4f1a\u81ea\u884c\u6295\u7968\u51b3\u5b9a\u3002<\/span><span><\/span>\n\t<\/li>\n<li class=\"MsoNormal\">\n\t\t<b><span style=\"font-size:18px;\">\u8c08\u5224\u6743\u5229\uff1a<\/span><\/b><span style=\"font-size:18px;\"> \u5373\u4f7f\u6709\u4e86\u60e0\u7279\u5229\u59d4\u5458\u4f1a\uff0c\u83b7\u627f\u8ba4\u7684\u534f\u4f1a\u4ecd\u4fdd\u6709\u5728\u59d4\u5458\u4f1a\u4e4b\u5916\u5c31\u4ec5\u5f71\u54cd\u5176\u6210\u5458\u7684\u4e8b\u52a1\u8fdb\u884c\u76f4\u63a5\u54a8\u8be2\u7684\u6743\u5229\uff1b\u4e8b\u5b9e\u4e0a\uff0c\u73b0\u4eca\u5927\u90e8\u5206\u7684\u516c\u52a1\u5458\u670d\u52a1\u6761\u4ef6\u534f\u5546\u4ecd\u900f\u8fc7<\/span><b><span \u56fd\u5bb6\u5b98\u65b9\u65b9\u73b0\u7531\u8d22\u653f\u90e8\u586b\u8865\u7a7a\u7f3a\uff08\u539f\u7531\u5185\u9601\u4efb\u547d\uff09\uff0c\u6210\u5458\u4e3b\u8981\u7531\u90e8\u95e8\u9996\u957f\u548c\u9ad8\u7ea7\u516c\u52a1\u5458\u7ec4\u6210\u3002<\/span><span><\/span>\n\t\t<\/li>\n<li \u5458\u5de5\u65b9\u7531\u5458\u5de5\u534f\u4f1a\u4efb\u547d\uff0c\u5e76\u7531\u5458\u5de5\u65b9\u81ea\u884c\u8d1f\u8d23\u586b\u8865\u7a7a\u7f3a\u548c\u5206\u914d\u5e2d\u4f4d\u3002<\/span><span><\/span>\n\t\t<\/li>\n<\/ul>\n<li class=\"MsoNormal\">\n\t\t<b><span style=\"font-size:18px;\">\u7a0b\u5e8f\u4e0e\u51b3\u7b56\uff1a<\/span><\/b><span style=\"font-size:18px;\"> \u6240\u6709\u4f1a\u8bae\u5747\u7531\u5b98\u65b9\u65b9\u4ee3\u8868\u62c5\u4efb\u4e3b\u5e2d\u3002\u95ee\u9898\u7684\u89e3\u51b3<\/span><b><span style=\"font-size:18px;\">\uff0c\u53cc\u65b9\u5747\u4ee5\u6574\u4f53\u5f62\u5f0f\u53d1\u8a00\u3002\u5982\u679c\u53cc\u65b9\u610f\u89c1\u4e0d\u4e00\uff0c\u5219\u65e0\u6cd5\u5728\u60e0\u7279\u5229\u673a\u5236\u5185\u8fbe\u6210\u51b3\u5b9a\u3002<\/span><span><\/span>\n\t<\/li>\n<li
